BOS Meetings Last Week, Next Week

By comparison, last week’s Chesterfield County Board of Supervisors was short and sweet. Being the first meeting after the board’s summer slowdown, in which they only meet once a month, October’s agenda is spread out a bit, giving the board a little room to breathe. There were no rezoning cases to hear, so the public meeting room stood practically empty, and the shorter agenda allowed for more time for resolutions and retirement ceremonies.

Among the more important items addressed during the afternoon session was a request that will be made to the state legislature to allow a change in the charter for Chesterfield’s Circuit Court Clerks Office. The change would permit the office to become independent of the state, thereby keeping funds collected by the clerk’s office to remain in the county without making a circuitous trail through the state before appropriate funding is returned to the county.

According to Mary Ann Curtin, Chesterfield’s director of intergovernmental relations, the clerk’s office has indicated that the county could retain more revenue and have tighter control over its expenses.

Curtin presented a glimpse into the county’s legislative agenda for 2009. The strategy for the county will be to limit the state legislature in passing unfunded mandates and shifting more costs to the local level. The county is closely monitoring adjustments being made to the state budget after realizing a deficit of over $3 billion. Chesterfield’s budget and finance director will report on the effects of state budget cuts on the county during next week’s BOS meeting.

A report on transportation enhancement project indicated that the Falling Creek Stone Bridge on Jefferson Davis Hwy. in the Bensley area that was seriously damaged during tropical storm Gaston is being submitted for the 2010 fiscal year. In 2009 the project received $200,000 in matching funds for the project. The county is now requesting $710,000 in funding to complete the project. Chesterfield is required to match the grant equal to at least 20 percent, or $142,000. Bermuda District Supervisor Dorothy Jaeckle requested the additional funding from the state this year.

During next week’s BOS meeting on October 22, the board will consider rezoning requests beginning at 6:30 p.m. in the public meeting room in the Government Complex on Iron Bridge Rd.

In Dale Magisterial District, Spencer Brothers, Inc. requests rezoning from Agricultural (A) to Neighborhood Business (C-2) of 8.9 acres and Heavy Industrial (I-3) of 6.4 acres to permit petroleum products or fuel distribution with storage in excess of 50,000 gallons of liquid or cubic feet of gas.  The proposed rezoning fronts the west side of Iron Bridge Rd. approximately 1,870 feet south of Kingsland Rd.

Verizon Wireless is requesting permission to locate a communications tower in a Residential (R-7) District.  The cell tower is to be located in the Dale District on 1.9 acres within the southwest quadrant of the interchange of Chippenham Pkwy. and Belmont Rd.  
Also in Dale District, Finer Homes, Inc. requests rezoning from Agricultural (A) to Residential (R-12) which will allow up to 3.63 units per acre.  This request lies on 5.6 acres fronting approximately 550 feet on the south line of Beulah Rd. approximately 270 feet west of Salem Church Rd.

In Bermuda District, Keck Trust and Nina V. Shoosmith et al request rezoning Agricultural (A) and Light Industrial (I-1) to Heavy Industrial (I-3). The requested rezoning lies on 167 acres fronting approximately 1,050 feet on the south line of Bermuda Hundred Rd. approximately 1,130 feet northwest of Allied Rd. 

Chester could get its first artificial pine tree cell tower if Invisible Towers, LLC is given permission to locate cell phone tower in an Agricultural (A) District.  This request lies on 8.2 acres and is known as 13028 Harrowgate Rd.

Also in Chester in the Bermuda District, Emerson-Roper Companies, LLC requests rezoning from Agricultural (A) to Community Business (C-3) with Conditional Use to permit multifamily use. This request lies on 5.0 acres fronting approximately 290 feet on the north line of Chester Village Dr. across from Village Creek Dr. This would be an addition to the Chester Village Green development.

New Generation Investments LLC is asking for a zoning change Community Business (C-3) to General Business (C-5).  This request lies on 0.6 acres fronting on the west line of Jefferson Davis Hwy. and the south line of General Blvd.
