Despite Trump's threat, the United States this month announced a new collaboration with Mexico on a program to curb migration from Central American countries, with much of the $10.6 billion US contribution to be drawn from existing aid programs.
In one tweet Friday, Trump warned: "word is that a new Caravan is forming in Honduras and they are doing nothing about it". "We will be cutting off all aid to these 3 countries - taking advantage of USA for years!" he said.
White House aides ignored several requests for comment about any talks Thursday ahead of what turned out to be short House and Senate sessions.
He also pointed to the recent killing of a California police officer, allegedly by a suspect who's in the country illegally, to bolster his push for more border wall funds.
"There's not a single Democrat talking to the president of the United States about this deal", Mulvaney said Friday. Senate Republicans approved that compromise in an earlier bill with Democrats but now say they won't be voting on any more unless something is agreed to by all sides, including Trump.
He said it's futile, because no matter how high it is, he's not accounting for how far below ground it needs to go.
"Nancy Pelosi, in fairness, does not have the votes for the speakership yet", Mulvaney said. ".We were fully expecting them to come back and continue those negotiations".
