The hemp legislation introduced by Senate Majority Leader Mitch McConnell of Kentucky earlier this year would allow states to become the primary regulators of hemp cultivation, enable researchers to apply for federal grants and make hemp eligible for crop insurance.
The House voted 369-47 to agree to a Farm Bill compromise that includes redefining cannabis plants with no more than 0.3% THC.
The legislation has already passed the Senate and is now headed to President Donald Trump, who is expected to sign it. Furthermore, this confusion has kept some investors (many in the US) on the sidelines. Passage of the bill would place oversight of domestic hemp production under each state's Department of Agriculture.

The new bill also establishes a Clean Lakes, Estuaries, and Rivers (CLEAR) Initiative, which is aimed at protecting drinking water and waterways from pesticide and fertilizer runoff.
Numerous provisions worked on by Thune have to do with conservation, and more specifically the Conservation Reserve Program (CRP), which pays farmers to not use environmentally-sensitive land for agricultural production. The program will survive under the final version of the bill, aides said.
