Kyl, 76, had served in the Senate for three terms, until the end of 2012. They hold 51 seats with 47 Democrats and two independents who align with Democrats - unchanged from when McCain held the seat. Kyl is expected to fulfill the remainder of McCain's term and said he would not be a candidate in the 2020 special election.

In a story published Wednesday, Woods told the paper he'd discussed the idea with Senate Minority Leader Chuck Schumer of NY and other Democratic senators.

Notably, Kyl is close to McSally.

Arizona Governor Doug Ducey will announce that former Republican senator Jon Kyl will replace John McCain in the Senate according to CNN. "I do know I will not seek this seat in 2020, nor any other office in the future". He said a "sense of duty" drove his decision to take the appointment. They hold a 51-49 majority, but McCain stayed in Arizona for much of the past year as he was being treated for brain cancer that killed him on August 25. The seat will come up again for a six-year term in 2022.

Ducey said Kyl was "an expert on the matters facing Arizona", including water, land use and issues involving Native Americans.

One of his first tasks will be to vote in President Donald Trump's nominee for United States Supreme Court, Brett Kavanaugh. Garcia said he would have selected someone like Cindy McCain or former Attorney General Grant Woods, someone who was more in the mold of the late senator and who might be more willing to stand up to Trump.

Following Ducey's announcement, Kyl won quick praise from an opposition Democrat.
