The cases were reviewed by a task force established to evaluate sex abuse allegations in the entertainment industry in the wake of dozens of women accusing disgraced film mogul Harvey Weinstein and others of abuse.
The Los Angeles County District Attorney's office told AFP that the cases involving Spacey and Seagal were not being pursued because the statute of limitations had run out while the case against Anderson was being dropped because the victim had declined to be interviewed by police.
Prosecutors in Los Angeles have said they will not file charges against Kevin Spacey over an alleged sexual assault in 1992 because too much time has passed. Anderson has always strongly denied the claims since it became known earlier this summer that LAPD were looking into the matter.
The case remains under review. "So there was a "lack of sufficient evidence" to proceed with a case", the L.A. County District Attorney's Office said.
They say any alleged sex crime involving an adult that occurred in 1992 would fall outside of California's statute of limitations.

In October, actor Anthony Rapp said that in 1986, when Rapp was 14, Spacey made sexual advances toward him in a hotel room.
Police in London are investigating six criminal cases against him. The victim was 18 years old at the time.
The former House of Cards star has been accused by multiple men of sexual assault and misconduct during the #MeToo movement. The accusation was made less than two weeks after Anderson, 48, received his fourth Emmy nomination for outstanding lead actor in a comedy series for "Black-ish".
After Rapp made his allegation, Spacey issued a statement saying he did not remember the encounter but apologised for "deeply inappropriate drunken behaviour".
He was also sacked from Netflix show House Of Cards and erased from Sir Ridley Scott's All The Money In The World.
